Permit Design builds Wisconsin solar permit plan sets for solar installers, EPCs, and roofing companies across all 72 counties. The statewide electrical code is NEC 2017 under ch. SPS 316 of the Wisconsin Administrative Code — the Department of Safety and Professional Services (DSPS) has been updating to NEC 2023 through rulemaking, with a public hearing in March 2026 and the update taking effect the first day of the month following publication in the Wisconsin Administrative Register. Until that date, NEC 2017 governs every Wisconsin solar permit. Wisconsin also uses its own Uniform Dwelling Code (ch. SPS 320-325) for residential one- and two-family structures rather than adopting the IRC directly.

What makes Wisconsin complex for solar installers is not the code — it is the net metering patchwork. PSC ch. 119 requires all Wisconsin investor-owned and municipal utilities to offer net metering, but it does not mandate a uniform credit rate. Xcel Energy, which serves northwest Wisconsin, offers 1:1 retail rate credits — the best policy in the state. We Energies, Alliant Energy, and Wisconsin Public Service credit monthly net excess at the avoided-cost rate, typically 3 to 4.2 cents per kWh against retail rates above 17 cents. A system that performs well on paper in Xcel territory may take twice as long to pay back a few miles away under a different utility.

The sizing implication is direct. For We Energies, Alliant, and WPS customers, every kilowatt-hour exported in excess of the month's consumption earns roughly 3–4 cents while the same kilowatt-hour would have offset consumption at 16–18 cents. Battery storage and self-consumption-oriented sizing close that gap — but the gap only exists in those utility territories. Xcel customers face no such penalty for modest oversizing. Permit Design identifies the correct Wisconsin utility before building the plan set so the interconnection documentation reflects the actual tariff.
