In most of California and in other Texas cities, solar economics depend on what you export to the grid. Austin Energy is different. The Value of Solar (VOS) tariff credits every kilowatt-hour your system generates — whether it's consumed on-site or exported — at a fixed rate. Austin Energy then charges you separately for every kilowatt-hour you pull from the grid at retail rates. Understanding this structure is essential to sizing Austin solar correctly.

Austin Energy Value of Solar Tariff — How It Actually Works

Your solar meter measures total kilowatt-hours generated — not net exports. Austin Energy credits that total at 9.91¢/kWh. Separately, your service meter measures all grid imports, charged at retail (~12¢/kWh). You pay retail for everything you pull; you get 9.91¢ for everything your panels produce, regardless of self-consumption. This is not net metering. Austin Energy requires a dedicated production meter alongside the service meter, which affects plan set format and interconnection application.

⚠️ Austin Energy requires advanced inverter settings under Rule 25. Inverters must support volt-VAR optimization, volt-Watt response, and frequency-watt response modes. Not all inverter firmware versions meet this requirement out of the box. Austin uses NEC 2020 as the working electrical standard for solar permits in 2026. Texas municipalities adopt electrical codes independently — there's no statewide mandate. Austin has historically been progressive on building codes, but NEC 2026 adoption had not been confirmed as of July 2026. All Permit Design Austin plan sets reference NEC 2020 Article 690 for solar PV and Article 706 for battery storage.
Austin Energy historically offered a $2,500 residential solar rebate (reduced from $3,000 in prior years). Rebate availability depends on program funding allocation — confirm current availability with Austin Energy before quoting customers. Austin Energy's rebate is separate from the VOS tariff and Texas state incentives. Commercial systems have separate incentive structures through Austin Energy's Power Partner program.
