The Oakland Hills are designated Very High Fire Hazard Severity Zone following the 1991 Tunnel Fire that destroyed over 3,000 structures. Solar in VHFHSZ requires California Fire Code Section 605.11 compliance: three-foot access pathways on ridge and hip edges per SB 1222, ridge setbacks, and Class A roofing verification. Oakland Building Services enforces this. Missing it on a hill zone submission guarantees a rejection and resubmission cycle.

Oakland sits in Seismic Design Category D. The Hayward Fault runs through the East Bay hills — through the same neighborhood where wildfire risk is highest. For residential rooftop, wind and gravity govern racking. Commercial carport and ground-mount structures need CBC 2025 Chapter 16 seismic calcs. Ava Community Energy (formerly EBCE) is Oakland's CCA for electricity generation. PG&E operates the grid and handles all interconnection. NEM 3.0 applies through PG&E regardless of Ava enrollment. Your plan set goes to PG&E. Ava enrollment doesn't change the permit or export rate — same structure as SJCE in San Jose.
Oakland Building Services Division participates in SolarApp+ for qualifying residential rooftop solar in the flat zone under AB 2188's same-day permit mandate. Qualifying flat zone systems get near-instant approval. Hill zone projects — even those that would otherwise meet SolarApp+ criteria — require additional fire compliance review that takes the project through manual plan check. Expect 2 to 4 weeks for hill zone projects after we deliver the plan set.
The 2025 California Electrical Code — California's adoption of NEC 2026, effective January 1, 2026. All Alameda County jurisdictions follow the same code: Article 690 for solar PV, §690.12 rapid shutdown with §690.12(D) labeling, and Article 706 for battery storage.
For most customers, yes — and especially for hill zone customers. PG&E NEM 3.0 exports earn $0.05–0.08/kWh versus Bay Area retail above $0.35/kWh. Battery dispatching during evening peak delivers 4 to 7 times the value per kilowatt-hour. Hill zone customers have the added argument of PSPS outage protection during fall high-wind events — that's a real, recurring concern in Montclair and the Skyline neighborhoods. SGIP covers $150/kWh for qualifying systems.
