Phoenix Has Two Solar Utilities With Completely Different Programs

APS Exports at 6.17¢/kWh Locked for 10 Years. SRP Has On-Peak Demand Charges That Change the Solar Math Entirely. Utility Must Be Confirmed Before You Design the System.

West Phoenix, Scottsdale, and Tempe are generally APS territory. The East Valley — Mesa, Gilbert, Chandler, Queen Creek — is mostly SRP. Boundaries don’t follow city lines. APS customers benefit from locking the RCP rate before the September annual reset. SRP customers need battery to manage the on-peak demand charge — solar alone often leaves them with higher bills after installation. We confirm per address before any work begins.

APS and SRP have different interconnection processes, one-line diagram requirements, and metering documentation. An APS application submitted for an SRP address is rejected immediately — the utilities have completely separate service territories. Utility confirmation is the mandatory first step before any plan set work begins for every Phoenix project.

SRP Customers Without Battery Often Pay More After Solar Than Before
SRP’s on-peak demand charge is based on the single highest 15-minute consumption during 3–10 PM weekdays. Solar at noon does not reduce an evening demand event. A Phoenix solar proposal for an SRP customer that doesn’t address the demand charge with battery is financially incomplete. Battery sized to flatten on-peak demand is what changes the SRP solar economics.
APS Rate Lock Timing Matters — Interconnecting Before September Locks a Higher 10-Year Rate
The APS RCP export rate declines approximately 10% each September. A system interconnected in August locks the current rate for 10 years; one interconnected in October locks a rate 10% lower. Installers who communicate this timing create a concrete, calendar-specific urgency for APS customers. We include the current APS RCP rate and next September reset date in every APS deliverable.

The exceptional irradiance and rapidly rising APS and SRP rates make Phoenix one of the strongest long-term solar ROI markets in the country regardless of which utility serves the address.

The APS Resource Comparison Proxy declines approximately 10% each September under Arizona Corporation Commission authorization. Interconnect in August and the current rate is locked for 10 years. Interconnect in October and the locked rate is 10% lower. Current rate: approximately 6.17 cents per kWh as of August 2026. The September reset is a concrete, calendar-specific urgency argument for APS customers on the fence about solar timing.

SRP Demand Charges Change the Entire Solar Math — Battery Is the Real Deliverable
SRP’s on-peak demand charge is based on the highest 15-minute consumption between 3 and 10 PM on weekdays. Solar at noon does not reduce an evening demand spike from air conditioning. Battery that holds peak demand below 2 to 3 kW is what makes SRP solar financially beneficial. Panel count matters less than battery size for SRP customers. This is the single most important design decision for every SRP solar installation in Phoenix.

Arizona 25% State Tax Credit — No Federal 25D Residential Credit in 2026
Arizona offers a 25% state income tax credit for residential solar, capped at $1,000. Arizona also exempts solar equipment from state sales tax. The federal residential 25D credit expired December 31, 2025 and is not available for new homeowner installations in 2026. The Arizona credit and sales tax exemption provide partial offset, most meaningful for smaller system sizes where the $1,000 cap covers a larger percentage of the credit.
