Rocky Mountain Power’s Schedule 137 (Net Billing) applies to new Utah solar customers since October 2020. Export credits are 5.636 cents per kWh June through September and 4.745 cents per kWh October through May — approximately half the retail electricity rate of around 10 cents. Traditional net metering (Schedule 135) closed to new customers in November 2017 and is grandfathered to December 2035. RMP implemented an 18% rate increase in early 2025, widening the gap between self-consumed solar value and export credit value. Battery is the key tool for capturing midday surplus and dispatching it during evening peak.

Old Net Metering Grandfathered Through 2035 — New Customers on Schedule 137
Rocky Mountain Power’s original full retail net metering (Schedule 135) closed to new customers in November 2017. Existing Schedule 135 customers are grandfathered through December 2035. All new residential solar customers since October 2020 are placed on Schedule 137 (Net Billing). If a Salt Lake City homeowner had solar installed before November 2017 and is considering expansion, confirm whether they’re still on Schedule 135 or have been transitioned.

Utah Property Tax Exemption · No Federal 25D in 2026
Utah exempts solar energy systems from property tax assessment — adding a solar system to a Utah home does not increase the property tax bill. Utah’s Wattsmart program through RMP offers rebates on qualifying energy efficiency measures. The federal residential 25D credit expired December 31, 2025 and is not available for new homeowner installations in 2026. The Utah property tax exemption remains a meaningful long-term incentive for Salt Lake City homeowners.
