NEM 3.0 took effect April 15, 2023 for all new solar customers under both PG&E and SCE — the two utilities serving Bakersfield. Under NEM 3.0, solar exports earn the Avoided Cost Calculator rate of roughly $0.05 to $0.08 per kilowatt-hour versus Bakersfield retail rates of $0.30 to $0.45 per kilowatt-hour. That gap — 5 to 8 times the value difference — makes battery storage the smart call for most Bakersfield customers. SGIP covers $150 per kilowatt-hour of battery capacity for qualifying PG&E and SCE customers.
City of Bakersfield and Kern County both participate in SolarApp+ for qualifying residential systems. California AB 2188 requires jurisdictions over 50,000 in population to offer same-day permits for qualifying installations. Qualifying systems get near-instant automated approval.
