San Diego's proximity to the Rose Canyon Fault places it in Seismic Design Category D. For residential rooftop solar, wind and gravity govern — seismic isn't the controlling condition. But commercial ground-mount and carport structures require CBC 2025 Chapter 16 seismic calculations — a detail many out-of-state firms miss on their first San Diego commercial job.

San Diego Solar Permit FAQ
The governing electrical code for San Diego is the California Electrical Code (CEC) — California's version of NEC 2026, effective January 1, 2026 as part of the Title 24 2025 Edition. All San Diego County jurisdictions reference the same CEC, including §690.12 rapid shutdown with California's §690.12(D) labeling. California does not follow the national NEC adoption cycle — the 2025 Title 24 Edition is the current governing code.
The City of San Diego's IB-301 is the permit template that makes same-day permits possible. No plan review — you pull it yourself — when: output ≤38.4 kW AC; fire review not required per Section F; structural review not required per Section II.C.1. Battery ≤38.4 kWh total (units ≤20 kWh each) qualifies alongside solar. Permit Design formats to IB-301 for every qualifying City of San Diego project.
SDG&E NEM 3.0 (effective April 15, 2023 per CPUC Decision D.22-12-056) doesn't change the electrical or structural engineering in the plan set. It changes interconnection documentation and makes battery storage economically essential. New customers receive ~$0.05–0.08/kWh for exports versus ~$0.457/kWh retail. At $0.6965/kWh TOU peak, battery delivers roughly 14× the value per kWh over the NEM 3.0 export credit. Our plan sets include Article 706 battery documentation and SDG&E interconnection as standard when storage is included.

Fire hazard zones — Poway, Rancho Bernardo, Santee, Lakeside, and Alpine are Very High FHSZ, triggering CFC §605.11.
