Utah has among the best solar resources in the country — and one of the most installer-critical export credit structures. Rocky Mountain Power ended traditional net metering in 2017. New customers earn the Export Credit Rate, approximately 5.6 cents per kilowatt-hour in summer and 4.7 cents off-peak, against a retail rate of about 10 cents. Self-consumed solar is worth twice what exported solar earns. Every Utah proposal should be built around that math.

Excellent Solar Resource. Unfavorable Export Economics. Know Both Before You Quote.

Permit Design builds Utah solar permit plan sets for solar installers, EPCs, and roofing companies across all 29 counties. Utah's statewide electrical code is now NEC 2023 — adopted through Utah Code Title 15A (H.B. 313, effective July 1, 2025), upgrading from the NEC 2020 that had been in force since July 1, 2023. Building codes are the 2021 IBC and 2021 IRC with Utah amendments, effective the same July 2023 date. The Wasatch Front's seismic zone is a structural consideration that differentiates Utah from most Western states — ASCE 7 seismic design category is significant along the Salt Lake City corridor.

The more significant installer variable is the utility export structure. Rocky Mountain Power, which serves more than 80% of Utah, ended traditional net metering in 2017 after a settlement with the Utah Public Service Commission. Customers who interconnect today are placed on Schedule 137, Net Billing Service, where exported solar earns the Export Credit Rate — roughly 5.6 cents per kWh in summer and 4.7 cents off-peak. The retail rate runs about 10.2 cents. That gap means every kilowatt-hour of self-consumed solar is worth approximately twice what an exported kilowatt-hour earns. Utah solar proposals that don't account for this will produce payback estimates that don't hold up.

Rocky Mountain Power runs three solar compensation schedules in Utah. Two are closed to new customers. Understanding which one a prospective customer is on — or which one they'll be placed on — changes the financial model completely.

Traditional 1:1 net metering at the full retail rate. Customers who interconnected before November 15, 2017 are grandfathered through January 1, 2036. No new enrollments. Systems on Schedule 135 that add capacity may lose grandfathered status depending on the scale of the addition.

Transition Program — 9.2¢/kWh Fixed
An intermediate transition schedule for customers who interconnected between November 15, 2017 and October 30, 2020, offering a fixed credit of 9.2 cents per kWh on total solar generation. No longer open. Existing Schedule 136 customers retain their terms for the duration of their enrollment.

Net Billing — ECR Updated Annually
Export Credit Rate: 5.636¢/kWh summer (June–September), 4.745¢/kWh off-peak (October–May). The ECR updates annually on March 1 based on Rocky Mountain Power's avoided-cost filing with the Utah Public Service Commission. Energy is netted instantaneously — there is no monthly carry-forward of bill credits. Excess credits go to the Energy Balancing Account shared across all RMP customers, not refunded to the individual customer.
The self-consumption imperative in Utah. At 5.6¢/kWh export versus 10.2¢/kWh retail, oversizing a Utah system to maximize annual production shortchanges the customer on payback. A system sized to match peak daily load, optionally paired with battery storage to shift afternoon generation into evening consumption, captures the full retail rate on more kilowatt-hours. Permit Design plan sets don't include proposal economics — but this is the fundamental math every Utah installer should build into every customer conversation.

Utah's Wasatch Fault changes the structural engineering conversation. The Salt Lake City metro sits directly on the Wasatch Fault — one of the most seismically hazardous zones in the western United States outside California. ASCE 7 seismic design categories for Utah's Wasatch Front counties (Salt Lake, Utah, Davis, Weber, Cache) require specific analysis for rooftop solar attachment loads beyond what wind uplift alone demands. Southern Utah counties — Washington County (St. George), Kane, and Garfield — carry different seismic exposures. Rocky Mountain Power (a PacifiCorp subsidiary) serves more than 80% of Utah's electricity customers. Its Schedule 137 Net Billing Service governs the economics for the vast majority of Utah solar installations. Municipal utilities offer an alternative in some cities.

The ECR updates annually on March 1 based on Rocky Mountain Power's avoided-cost calculation filed with the Utah PSC. Current rates: 5.636¢/kWh June–September; 4.745¢/kWh October–May. Energy is netted instantaneously with no monthly credit carry-forward. Rocky Mountain Power serves the entire Wasatch Front, southern Utah including St. George, and most of the state's population centers.
UAMPS Municipal Utilities
Independent Programs — Better Terms Possible
Several Utah municipalities operate their own electric utilities outside the Rocky Mountain Power service territory. Members of the Utah Association of Municipal Power Systems (UAMPS) include communities such as the City of St. George Power Department, Murray City Power, and others that set their own solar interconnection and compensation policies. Some UAMPS members offer more favorable net metering terms than Schedule 137. Confirming whether a project address falls in RMP or a UAMPS muni territory is an important first step for any Utah solar proposal.
Schedule 137 interconnection tiers for Utah solar. Rocky Mountain Power uses a tiered process: Tier 1 expedited review for residential systems 25 kW and below, Tier 2 standard review with engineering analysis for 25 kW to 2 MW, and Tier 3 for larger systems. All tiers reference DSIRE Utah for current incentive stacking. NEC 2023 is the current statewide electrical standard for permit documentation; Rocky Mountain Power's own interconnection technical requirements may still reflect an earlier NEC cycle in their filed specifications — confirm with RMP's interconnection team for commercial projects above 25 kW.

Utah exempts qualifying solar equipment from sales tax at the point of purchase and prevents a solar installation from raising a property's assessed value for tax purposes. No separate application is required for either benefit. No state income tax credit for solar currently exists in Utah.

Utah moved to NEC 2023 on July 1, 2025. Seismic Design Category Missing for Wasatch Front Projects
Rooftop solar structural calculations for Salt Lake, Utah, Davis, Weber, or Cache county projects that omit explicit seismic design category analysis under ASCE 7 are routinely flagged. Wind uplift alone is insufficient for AHJs in the Wasatch Fault zone, where seismic attachment forces can govern the structural design more than wind does.
