The IPUC settled between Idaho Power's proposed 60% reduction and advocates' position that the full retail rate was appropriate. The practical outcome: exporting solar to the Idaho Power grid now earns significantly less than consuming it directly at home.

Idaho Power's prior export credit rate was approximately the full retail rate — about 9 to 10 cents per kilowatt-hour. The IPUC's September 2025 final order reduced the export compensation rate by 31%, bringing it to approximately 6 to 7 cents per kilowatt-hour. Customers who installed solar before December 20, 2019 are grandfathered at the original retail rate through December 20, 2045. For new customers, the gap between retail consumption value (~9–10¢) and export value (~6–7¢) makes self-consumption the priority — every kilowatt-hour consumed directly is worth roughly 40% more than one exported under the new rate. Idaho Power rates also increased 7.48% effective January 1, 2026 per IPUC settlement on the general rate case.

Rocky Mountain Power customers face a proposed reduction that may take effect pending IPUC decision. In both cases, system sizing that maximizes annual load matching — producing roughly what the household consumes across the year, not maximizing raw annual kWh — protects payback regardless of how the IPUC rules on Rocky Mountain Power's Schedule 136.

Idaho Power requires grid-tied inverters that comply with IEEE 1547-2018 and carry UL 1741 SB (Supplement B) certification. Standard non-smart inverters and older UL 1741 certifications are not accepted. The smart inverter functions — volt-VAR optimization, frequency-watt response, and remotely configurable ride-through settings — enable Idaho Power to manage grid stability as distributed solar penetration increases across the Treasure Valley. The specific inverter model's IEEE 1547-2018 compliance and UL 1741 SB certification must be documented in the plan set and confirmed in the interconnection application before approval is granted.
Requirement 2 — AC Disconnect Switch
Dedicated Switch Adjacent to Meter — Breakers Do Not Qualify
Idaho Power requires a dedicated AC disconnect switch on the customer side of the meter — a toggle-lever switch that disconnects AC power from the solar or battery system from traveling through the meter to the grid. A circuit breaker in the main panel does not satisfy this requirement. The switch must be located adjacent to the Idaho Power meter, lockable, and accessible to Idaho Power personnel 24 hours a day, 7 days a week. The specific AC disconnect requirements are detailed in the Disconnect Equipment section of Idaho Power's Schedule 68.
Idaho Code §55-3208 protects solar access. No homeowners association in Idaho can prohibit rooftop solar panel installation. An HOA may specify location — within 45 degrees east or west of south orientation — and may require panels to be parallel to the roofline and visible wiring to be painted to match roofing material. An outright ban on solar is prohibited by state statute.
