Idaho adopted NEC 2023 directly by legislative act — Idaho Code §54-1001 names it explicitly. On September 30, 2025, the Idaho PUC finalized a 31% reduction in Idaho Power's solar export credit rate. Idaho Power also requires IEEE 1547-2018 smart inverters with UL 1741 SB certification and a dedicated AC disconnect switch — a standard breaker does not satisfy the requirement. Rocky Mountain Power's proposed Schedule 136 rate changes remain under IPUC review.

Idaho's energy code is the 2018 IECC, preempted from local modification under Idaho Code §39-9701, which prohibits cities and counties from adopting energy requirements stricter than the state standard.
Two separate regulatory actions in 2025 reshaped Idaho's solar economics. On September 30, 2025, the Idaho Public Utilities Commission issued its final order reducing Idaho Power's solar export credit rate by 31% — Idaho Power had proposed a 60% reduction and the IPUC landed approximately in the middle. Idaho Power also requires IEEE 1547-2018 smart inverters with UL 1741 SB certification and a dedicated AC disconnect switch adjacent to the meter — a standard circuit breaker does not satisfy the disconnect requirement. Rocky Mountain Power filed Schedule 136 modifications in February 2025 proposing to reduce eastern Idaho solar export rates from retail to approximately 4 cents per kilowatt-hour; the IPUC review is ongoing as of mid-2026.
