Nashville, Memphis, Knoxville, and Chattanooga each run independent certified inspection programs that can enforce a newer NEC edition above that 2017 floor, so every Tennessee plan set confirms which edition the specific AHJ enforces before finalizing the rapid shutdown and wiring documentation.

Tennessee Valley Authority (TVA), federally owned since 1933, supplies wholesale power to 153 local power companies covering roughly 99.7% of the state. There is no statewide net metering law and no standardized interconnection rule — each LPC sets its own process. The NEC 2017 Gap

Building Codes Modernized in 2025. The Electrical Code Didn't Move.

This is the single most overlooked fact in Tennessee solar permitting, and it's easy to miss because the rest of the state's code stack looks current.

In January 2025, the Tennessee State Fire Marshal's Office filed rules updating the state's minimum building, fire, energy conservation, and existing building codes to the 2021 ICC editions, effective April 17, 2025 (with a 120-day grace period to August 15, 2025; the IBC specifically became effective August 17, 2025). That rule package modernized five separate code chapters. The electrical code chapter — 0780-02-01, which adopts NFPA 70 — was not part of it. The currently published Tennessee State Fire Marshal adopted-codes list still shows the 2017 edition of the National Electrical Code, originally made effective October 1, 2018, with two Tennessee-specific carve-outs: Section 110.24 (Available Fault Current) is optional, and AFCI protection is optional in bathrooms, laundry areas, garages, unfinished basements, and circuits dedicated to refrigeration equipment.

NEC 2017 — Tennessee's Minimum
Up to Six RSD Switches
NEC 2017 §690.12 already requires the one-foot array boundary rule — controlled conductors inside the boundary must reach 80V or less within 30 seconds, which in practice means module-level power electronics. Where 2017 differs from later editions: it permits up to six separate rapid shutdown initiation devices, and its "listed rapid shutdown PV array" compliance path predates the UL 3741 standard published in December 2020 — meaning very few products were ever actually listed against it.
NEC 2020/2023 — Many Neighboring AHJs
Single RSD Device + PVHCS Option
NEC 2020 tightened §690.12(C) to require a single rapid shutdown initiation device per system rather than up to six, and formally introduced the UL 3741 PV Hazard Control System (PVHCS) as an alternate compliance path with real listed products behind it. A plan set designed assuming the PVHCS pathway or a multi-switch layout can get flagged by an AHJ enforcing the literal 2017 state minimum — and the reverse is just as true if the local AHJ has actually adopted a newer edition.
Why this is a real installer risk, not a technicality. Nashville, Memphis, Knoxville, and Chattanooga run their own certified inspection programs and can enforce a newer NEC edition or local amendments above the 2017 state floor — Tennessee's own rules require local codes to be no more stringent restriction than the state minimum, but don't cap how current a city's adopted edition can be. The only way to know which edition actually governs a given project is to confirm with that specific AHJ. What Tennessee Does NOT Have
1:1 Net Metering
Tennessee has no statewide net metering law and no standardized interconnection rule. TVA's prior Generation Partners / Green Power Providers program, which paid a premium fixed rate for solar generation, closed to new applicants at the end of 2019. There is no bill-credit banking system carrying kilowatt-hours forward month to month the way 1:1 net metering states work.
What Tennessee Has Instead
Avoided-Cost Buyback via the LPC
Customers choose Self-Generation (use solar on-site; surplus flows to the grid with no financial credit), Dispersed Power Production / DPP (sell output to TVA under contract at TVA's monthly avoided-cost rate, paid directly by TVA rather than as a bill credit), or a combination of both. TVA's residential-facing brand for this is Green Connect, which pairs customers with vetted local installers through the LPC.
Sizing strategy for Tennessee. TVA's avoided-cost export rate runs well below retail — and Tennessee's retail rate is already ~34% below the national average (~12-13¢/kWh). Oversizing for export delivers poor returns; systems sized around self-consumption, optionally with battery storage, perform better in TVA territory.
25D federal tax credit ended for 2026 completions. The One Big Beautiful Bill Act, signed July 2025, eliminated the Section 25D residential clean energy tax credit for systems placed in service after December 31, 2025. Every Tennessee residential proposal moving through 2026 needs to reflect this — the 30%-through-2032 credit homeowners may have heard about no longer applies to new residential installations.

TVA's prior Generation Partners/Green Power Providers program paid premium fixed rates for solar generation but closed to new applicants at the end of 2019. What exists now — Green Connect, Self-Generation, DPP — pays TVA's avoided-cost rate, which is lower and fluctuates monthly. TVA supplies wholesale power to 153 local power companies (LPCs) — a mix of municipal utilities and electric cooperatives — covering roughly 99.7% of Tennessee. Each LPC administers its own interconnection process; there is no standardized statewide template. The five largest, plus the one Tennessee utility outside the TVA system, are below.

MLGW is explicit: no net metering. MLGW's all-requirements TVA contract prohibits purchasing electricity from any other source, which rules out net metering by definition. The same structure applies across all 153 LPCs. Systems above 50 kW require additional coordination with TVA's transmission planning group.

Appalachian Power serves pockets of northeast Tennessee near the Virginia border entirely outside the TVA wholesale system, regulated by the Tennessee Public Utility Commission. Standard investor-owned-utility net metering can apply there — installers near Bristol or Mountain City should confirm whether an address is TVA/LPC or Appalachian Power territory, since the program rules differ substantially just a few miles apart.
