In New York City's five boroughs, every solar project requires two separate NYC DOB permits — a Construction Permit and an Electrical Permit — filed through DOB NOW: Build, prepared by a New York State Licensed PE or Registered Architect, and with the electrical permit applied for by a Licensed Master Electrician. FDNY has independent authority over battery storage systems. Historic buildings in designated districts require Landmarks Preservation Commission review. LL92/94 mandates solar or green roofs on new construction citywide.
Outside the five boroughs, New York State's Unified Solar Permit streamlines the process for residential systems across Nassau, Suffolk, Westchester, Upstate, and all other New York counties.
