Your plan set goes to PG&E regardless of which supplier your customer buys electricity from.
Yes. Both the City of San Jose Building Division and Santa Clara County Department of Planning and Development participate in SolarApp+ for qualifying residential rooftop solar and battery systems. Qualifying projects receive near-instant automated permit approval under California AB 2188's same-day permit mandate. Permit Design assesses every San Jose project for SolarApp+ eligibility and formats accordingly.
Any PG&E territory customer in San Jose — SJCE-enrolled or not — can access the SGIP battery rebate at $150 per kilowatt-hour. A 13.5 kWh Powerwall qualifies for approximately $2,025. SGIP is not available to customers of municipal utilities (SMUD, LADWP, SVP, CPAU). Note that the City of Santa Clara is served by Silicon Valley Power (SVP), a municipal utility — those customers do not qualify for SGIP.
