Oregon enforces the 2023 Oregon Electrical Specialty Code (NEC 2023) with a January 1, 2026 microgrid equipment amendment. But the requirement most out-of-state plan sets miss entirely is structural: Oregon racking attachment calculations must address Seismic Design Category — A through F — using ASCE 7 spectral acceleration values and DOGAMI hazard maps, alongside wind and snow. The Code, the Quake, and the Co-op — Oregon's Three Permitting Realities
Permit Design produces Oregon solar permit plan sets for solar installers, EPCs, and roofing companies across all 36 Oregon counties. Oregon adopts the National Electrical Code through the 2023 Oregon Electrical Specialty Code (OESC), administered by the Building Codes Division under OAR chapter 918, Division 8. The 2023 OESC received a Table 1-E errata correction effective January 1, 2025, and — effective January 1, 2026 — a further amendment requiring that microgrid equipment and distribution on the customer side of the service point be installed per current code provisions, a detail that matters for any Oregon solar project paired with battery storage configured for backup or microgrid operation.
The structural side of an Oregon plan set has a requirement most template plan sets from other states simply don't include: seismic design. The Oregon Residential Specialty Code (ORSC) 2023, based on IRC 2021, and the Oregon Structural Specialty Code (OSSC) for commercial work both require buildings — and by extension, the racking systems attached to their roofs — to address Seismic Design Category (SDC) A through F, determined from site class, occupancy category, and mapped spectral acceleration values under ASCE 7. The Oregon Department of Geology and Mineral Industries (DOGAMI) publishes the seismic hazard maps that feed these determinations. A structural package that addresses wind and snow but omits seismic lateral loads on attachment points is incomplete under Oregon's code.
Oregon's utility landscape splits between two large investor-owned utilities — Portland General Electric (PGE) and Pacific Power (PacifiCorp) — and a substantial footprint of rural electric cooperatives and public utility districts including Central Electric Cooperative, Douglas Electric Cooperative, Clatskanie PUD, and Tillamook PUD, each running independent NEM interconnection agreements under OAR 860-039. Contractors must hold a valid CCB licence under ORS Chapter 701. Every Permit Design Oregon plan set references the 2023 OESC, the correct seismic design category, ORSC or OSSC structural provisions, and the correct utility's interconnection format.
